The national auditor issued a nil-comment certificate on DICDL's 2024-25 accounts

The Comptroller and Auditor General of India, the constitutional auditor of government companies, reviewed DICDL's 2024-25 accounts and issued a nil-comment certificate on 7 October 2025, meaning nothing significant came to its notice.

Confirmed by an official document: a government release, a filing, or the company's own published statement.

Government companies get audited twice. A firm of chartered accountants signs the statutory audit, and then the C&AG runs a supplementary audit under section 143(6)(a) of the Companies Act and can add comments of its own. A nil-comment certificate means it added none. The letter carries reference AMG-I/Account/DICDL/2024-25/JASA-1116.

The statutory audit report of 22 August 2025 carried no qualification either, and the secretarial audit carried no qualification, reservation or adverse remark. That is a clean set on the record, and it is the sort of fact that is worth stating plainly because the alternative claim, that a government project's books are a mess, is made about Dholera fairly often without anybody checking.

What the source itself says

The C&AG, by letter no. AMG-I/Account/DICDL/2024-25/JASA-1116 dated 7 October 2025, issued a NIL Comment Certificate. The supplementary audit under section 143(6)(a) of the Companies Act states that on the basis of that audit nothing significant came to notice. The statutory auditors' report of 22 August 2025 carried no qualification, and the secretarial audit report carried no qualification, reservation or adverse remark.

Several of these documents are large PDFs on government portals that move without notice. Where a document has no stable deep link we cite it by its number and date so it can be found again. See the source register for what each document is and what we took from it.

If one of these links has moved or we have read it wrong, write to [email protected] and we will fix the entry and say so on the corrections page.
