Where the record disagrees with itself

This page collects the places where two official documents about Dholera say different things. Two costs for the same expressway, two lane counts for the same road, one department calling the first phase complete while another calls it nearing completion. We do not pick a winner. We print both, with dates and document numbers, so you can see the disagreement instead of inheriting somebody's choice.

A 50 MLD desalination tender is on the board while a 200 MLD plant is being planned

DICDL has an open tender for developing a 50 million litre a day sea water reverse osmosis plant, and three weeks earlier it was reported to be starting the detailed project report for a 200 million litre a day plant. The two are four times apart in capacity and no source explains how they relate.

Two government releases give two different costs for the same expressway

The road transport ministry said on 27 February 2026 that the Ahmedabad to Dholera expressway was built at a total project cost of Rs 5,800 crore. The Prime Minister's Office said on 30 March 2026 that it was built at a cost of over Rs 5,100 crore. The two statements are 31 days and about Rs 700 crore apart.

One government document calls Dholera's trunk infrastructure complete while another still calls it nearing completion

The central government's monitoring reports have said Dholera's trunk infrastructure works are complete in every report since 31 August 2025. DICDL's own annual report, signed on 10 November 2025, describes the activation area as one where trunk infrastructure development is nearing completion.

DICDL's own two annual reports describe the expressway with different lane counts

DICDL's 2023-24 report calls the Ahmedabad to Dholera road a six lane greenfield expressway at 51 percent physical progress. Its 2024-25 report calls the same road a 110 kilometre, four lane expressway at 95 percent progress.

The expressway's deadline moved twice in DICDL's own annual reports before the road opened

In its 2023-24 report DICDL recorded the Ahmedabad to Dholera expressway at 51 percent physical progress with planned completion by January 2025. In its 2024-25 report it recorded 95 percent progress with completion slated by the end of 2025. The road opened to the public for testing on 27 February 2026.

DICDL's 2024-25 annual report states that cargo operations at Dholera International Airport are expected to begin in 2025, with the passenger terminal and other works targeted for completion in 2026.
