Dholera's development company has had three managing directors since 2019 and no independent director
DICDL's own reports record three managing directors between September 2019 and the present, and record that the post of independent director sat vacant through 2023-24 so no independence declarations were obtained.
Confirmed by an official document: a government release, a filing, or the company's own published statement.
The chair is filled by a serving IAS officer and the post has moved with the officer. Shri Hareet Shukla held it from 11 September 2019 to 15 June 2023, Shri Supreet Singh Gulati from 23 November 2023 to 2 August 2024, and Dr. Kuldeep Arya from 21 August 2024, re-designated managing director from 9 September 2024. The 2024-25 secretarial audit also records a nominee director appointed on 21 January 2025 who resigned on 4 March 2025.
The board met five times in 2024-25 against four in 2023-24. We are not drawing a conclusion from the gaps between one managing director leaving and the next arriving, because the reports do not characterise them, and doing the arithmetic ourselves and calling it a finding would be editorialising.
The FY2023-24 report's change table records Shri Hareet Shukla, IAS as managing director from 11-09-2019 to 15-06-2023; Shri Supreet Singh Gulati, IAS from 23-11-2023 to 02-08-2024; and Dr. Kuldeep Arya, IAS from 21-08-2024, re-designated managing director with effect from 09 September 2024. It also records that the post of independent director was vacant through FY2023-24, so no independence declarations were obtained. The FY2024-25 secretarial audit records Shri Anand Patel, IAS appointed nominee director 21 January 2025 and resigned 04 March 2025, and Shri Ashokkumar Patel resigned 31 January 2025 with Shri Prabhatkumar Ramanlal Patelia appointed the same day. Five board meetings were held in FY2024-25 (03/07/2024, 09/09/2024, 05/12/2024, 19/02/2025, 25/03/2025) against four in FY2023-24.
