DICDL spent Rs 28.07 lakh on the Bhimnath rail line, and the accounting says who is really building it
DICDL's 2024-25 accounts record Rs 28.07 lakh spent on the Bhimnath to Dholera rail line during the year, reimbursed from the state budget through DSIRDA, with the project taken up by the zonal railways and no separate company formed for it.
Confirmed by an official document: a government release, a filing, or the company's own published statement.
The spending figure is small and the structure behind it is the point. This line is not a Dholera company project financed on the Dholera balance sheet. Western Railway is building it, the state is paying through the planning authority, and DICDL is a conduit for a modest amount of expenditure rather than the promoter. Anybody assessing who carries the risk on this line should start there.
The same report records that Western Railways began the new broad gauge line connecting Dholera SIR to the existing Ahmedabad to Bhavnagar line in early 2025, and anticipates completion by early 2027. The total project cost is not disclosed in the report, so it is unknown below.
This is a different line from the Ahmedabad to Dholera semi high-speed railway approved by the Cabinet in May 2026, which this wire covers separately.
The FY2024-25 annual report records that Western Railways has begun a new broad gauge line connecting Dholera SIR to the existing Ahmedabad-Bhavnagar broad gauge line, commenced early 2025 and anticipated to be completed by early 2027. The accounts record Rs 28.07 lakh incurred on the Bhimnath Dholera rail line during FY2024-25, reimbursed from the state budget through DSIRDA, with the project taken up by the zonal railways and no new SPV formed.
