Parliament was told Dholera is one of four completed industrial corridor projects
Answering Lok Sabha Unstarred Question No. 1421 on 29 July 2025, the Minister of State for Commerce and Industry listed 20 approved projects under the national industrial corridor programme and described four of them as completed, Dholera among them.
Confirmed by an official document: a government release, a filing, or the company's own published statement.
Read the word completed carefully. In this answer it is a programme classification applied to the trunk infrastructure of the activation area, meaning the roads, water, power and drainage of the first phase. It is not a statement that the city is finished, and anybody quoting it as one is misusing a parliamentary answer. The other three projects described as completed are Shendra Bidkin, Greater Noida and Vikram Udyogpuri.
The answer also gives the tentative construction time for trunk infrastructure as 36 to 48 months from the appointment of the EPC contractor, and puts the combined investment potential of all 20 projects at Rs 1,52,757 crore, about 18 billion US dollars. That figure belongs to the whole programme. It is not a Dholera figure and it should never be quoted as one.

The answer gives tentative trunk infrastructure construction timelines of 36 to 48 months from the appointment of the EPC contractor, and states the combined investment potential of the projects at Rs 1,52,757 crore, about US$18 billion.
