Half the land DSIRDA gave DICDL can be sold freely, and the rest is reserved by rule

A note to the 2024-25 accounts records that DICDL may freely sell 50 percent of the land contributed to it as equity, with the rest appropriated to roads, parks and playgrounds, open space, social infrastructure and housing for economically weaker sections.

Confirmed by an official document: a government release, a filing, or the company's own published statement.

This is the constraint that sits underneath every claim about how much Dholera land is coming to market. Half of what the company holds is not saleable at all, because it is committed to the things that turn land into a city. Anybody sizing the supply of Dholera plots from the total area is working from the wrong number.

The note breaks the reserved half into its component shares. We have not reproduced those percentages here because they must be read line by line off page 99 of the report rather than summarised, and a wrong percentage on this particular fact would be worse than no percentage.
