Between two monitoring reports, Dholera's trunk infrastructure went from nearing completion to complete
The Delivery Monitoring Unit report as at 30 June 2025 says trunk infrastructure works are nearing completion. The report as at 31 August 2025 says they are complete. No measured quantity in the reports changed alongside the wording.
Confirmed by an official document: a government release, a filing, or the company's own published statement.
Plots allotted stayed at 11 and area allotted stayed at 495 acres across the two reports. The wording then stays at complete in every subsequent report through the one as at 30 June 2026. What moved was a status word, and a status word is not a measurement, so nothing in the series tells us what was finished between the two dates.
This is the kind of change that only shows up if somebody reads the same document eight times. It matters because that one word is the basis of the claim, repeated in a parliamentary answer a month earlier and in a great deal of marketing since, that Dholera's first phase is done.
The DMU report as on 30.06.2025 uses the wording 'trunk infrastructure works are nearing completion'. The report as on 31.08.2025 uses 'trunk infrastructure works are complete', and the wording stays complete through the report as on 30.06.2026. No measured quantity changed alongside it: plots allotted stayed at 11 and area at 495 acres.
