Dholera's tent city was handed to Kamnath Private Limited for ten years, with DICDL taking a fee rather than paying a bill

The Dholera tent city was awarded on 27 March 2025 to M/s Kamnath Private Limited on a public private partnership with a ten year operating period, and the annual report records Rs 1.55 crore of management fees receivable by DICDL rather than a construction cost paid out.

Confirmed by an official document: a government release, a filing, or the company's own published statement.

This is the one contract in the set where money flows towards the government company instead of away from it. In a public private partnership the private party funds and builds the asset and earns its return from operating it, and the public body takes a fee. Construction started on 27 May 2025.

What the report does not disclose is what the concessionaire is spending, so the capital cost of the tent city is genuinely unknown and printed as unknown below.

The Tent City construction work was awarded to M/s Kamnath Private Limited on a PPP basis with a 10-year operations period, award date March 27, 2025, with management fees of Rs 1.55 crore receivable by DICDL. Construction started May 27, 2025.
