The expressway's deadline moved twice in DICDL's own annual reports before the road opened
In its 2023-24 report DICDL recorded the Ahmedabad to Dholera expressway at 51 percent physical progress with planned completion by January 2025. In its 2024-25 report it recorded 95 percent progress with completion slated by the end of 2025. The road opened to the public for testing on 27 February 2026.
Confirmed by an official document: a government release, a filing, or the company's own published statement.
Set against the first of those targets, the testing opening came roughly thirteen months late. Set against the second, roughly two months late. Both targets are the company's own, stated in its own statutory report, which is what makes this worth recording. A slipped date reported by a newspaper is a claim. A slipped date visible across two of an organisation's own annual reports is a record.
The reason to keep this entry is not to score a point about delay. It is that Dholera's airport is currently carrying a target for September or October 2026, and knowing how the last big target behaved is the only honest way to read the next one.
The FY2023-24 annual report records that the expressway had 'achieved 51% physical progress' with 'planned completion by January, 2025'. It opened to the public for testing in February 2026 and was inaugurated on 31 March 2026. The FY2024-25 annual report records 95 percent physical progress and completion 'slated for completion by the end of 2025'. The road opened to the public for testing on the record of a PIB release dated 27 February 2026.

Last verified: 11 August 2026. Read the status column this way. CONFIRMED means the named document states the figure. REPORTED means a credible outlet states it and no document confirms it. TARGET means somebody is aiming at it. UNKNOWN means no source we hold gives it, and we would rather leave the row empty than fill it with an estimate.
Two government releases give two different costs for the same expressway
One government document calls Dholera's trunk infrastructure complete while another still calls it nearing completion
DICDL's own two annual reports describe the expressway with different lane counts
