One government document calls Dholera's trunk infrastructure complete while another still calls it nearing completion
The central government's monitoring reports have said Dholera's trunk infrastructure works are complete in every report since 31 August 2025. DICDL's own annual report, signed on 10 November 2025, describes the activation area as one where trunk infrastructure development is nearing completion.
Confirmed by an official document: a government release, a filing, or the company's own published statement.
Both are government sources. Both are describing the same 22.5 square kilometres. The dates overlap. We are not adjudicating between them, because we have no basis to, and printing one and dropping the other would be a choice dressed up as a fact.
What we can say is which document says what, and when it said it, which is set out below. If you are being told that Dholera's first phase is finished, this is the entry to read, because the answer depends on which government document you are quoting.
The NICDC/DPIIT monitoring reports have said 'trunk infrastructure works are complete' in every report from 31.08.2025 onwards. DICDL's own 9th Annual Report, whose Board's Report was signed on 10 November 2025, says the activation area is one 'where trunk infrastructure development is nearing completion'. Both are government sources describing the same 22.5 sq km at overlapping dates.

Last verified: 11 August 2026. Read the status column this way. CONFIRMED means the named document states the figure. REPORTED means a credible outlet states it and no document confirms it. TARGET means somebody is aiming at it. UNKNOWN means no source we hold gives it, and we would rather leave the row empty than fill it with an estimate.
Two government releases give two different costs for the same expressway
DICDL's own two annual reports describe the expressway with different lane counts
The expressway's deadline moved twice in DICDL's own annual reports before the road opened

Several of these documents are large PDFs on government portals that move without notice. Where a document has no stable deep link we cite it by its number and date so it can be found again. See the source register for what each document is and what we took from it.
If one of these links has moved or we have read it wrong, write to [email protected] and we will fix the entry and say so on the corrections page. For how we decide what counts as confirmed, see how we source and correct. For the full dated history of the region, see the Dholera timeline. For any term above you do not recognise, see the glossary.
